THE NATURAL RIGHT OF THE CATALAN PEOPLE
1. The natural right of peoples
Catalonia and the Catalan historical nation maintain the Natural Right of the Catalan People as a reality that has never been renounced, against the will of Spain and France.
The Natural Right of the Catalan People is the right to be a people recognized by the rest of the world’s peoples, which also recognizes other peoples and has the same rights. The Catalan People has the right to exist and can exercise the right to self-determination as a people if, for historical reasons, there is a law imposed by a foreign people that deprives it of deciding for itself, the result of the application of the right of conquest. The Catalan People has the right to promote their institutions and to govern themselves as they wish. This right includes the power to decide, if desired, to participate in a multinational federal government in which other peoples are part of it, united freely, and cease to be part of it if it deems it most convenient.
The natural right of the peoples is not subject to what the United Nations says. This right is held. Whoever preserves it is every people as long as there is no International Tribunal that can condemn the denial of that right by a stronger nation when it exercises a relationship of dominion based on a law that is not a natural right. All the world, peoples have the natural right to exist and decide how they wish to be governed, whatever the laws and declarations of the international order say. Likewise, this right is recognized in Article 1 of the Charter of the United Nations of 1945 and Article 1 of the International Covenant on Civil and Political Rights of 1966, which Spain ratified in 1977.
2. The Catalan People and the Catalan historical nation
The Catalan People is formed by the historical Catalan nation and is united by its language. The Catalan People has historically extended from Montpellier and Roussillon to the strip of Aragon, with Andorra, the Principality of Catalonia, the Kingdom of Mallorca, and Valencia’s Kingdom the result of a historical process. The historic Catalan nation is twinned with Provence, with whom it shares an emblem; with Toulouse, with whom he shares historical struggle; with the great land where the Occitan language extends, from the north-west of present-day Italy to the south-west coast of present-day France, including the Aran Valley, where it is known as Aranese; and, ultimately, with the kingdoms of Sardinia, Sicily, and Naples, which have historically been part of a joint federation of States. In Sardinia, Catalan persists in the city of Alghero and can be considered another city of the Catalan People. The Occitan language, also called Limousin or lenga d’òc, is a sister language of Catalan. Historically, ancient Catalan and Occitann language are the same language, which becomes the mother tongue of modern Catalan.
The Kingdom of Aragon, beyond the Catalan strip, has a shared history with the Catalan People and is united by a count and monarchical lineage, from the moment the count of Barcelona became prince of Aragon, through a pact between equals.
As a result of a medieval project in which the Catalan People became free, a parliamentary system was institutionalized that allowed the development of a language, rights and privileges created by the Catalan counts and the Catalan People, which led to an accumulation of political, military, and spiritual powers.
In this process, the Jewish people develop freely in the Catalan lands. There he creates part of his sacred texts and actively participates in creating a social structure based on the knowledge and law of Moses that, over time, is transformed into modern law. The power of the Catalan counts and princes is also the Jewish power, which is the one who manages their heritage until the 15th century. In this sense, the Jewish people are also the Catalan people and are part of the historical nation. The historical Catalan people are also Muslim, followers of Muhammad, and Cathar, who advocate the Christian current of a Gnostic Christ. Likewise, the historical Catalan nation is loyal and the central part of the power of the Papal Empire, as well as an ally of the Greek Empire, or Roman, with the arms of the Order of the Temple of Solomon and Saint John of Jerusalem, to the point of assuming, its prince, the title of King of Jerusalem and the rights of the Roman Empire, in the first years of the colonization of America.
As a whole, it is a story that has its foundation in the lands that transcend present-day Catalonia and extends to the whole of the lands where the Benedictine monastic project initially expands, which begins in the current south of France, in the same place where the Umayyad Saracen Arabs and the Babylonian Exilarch Jews arrive, who form their principality in Narbonne. It coincides with the beginning of the indeed documented constitutive process of the nations of Europe.
But this story has been manipulated, and official historiography has created a distorted version of what happened. Part of this manipulation is related to the crusade against the Cathars, the Jewish and Muslim expulsions, and the appropriation of the colonial rights of the Spanish Empire by the Castilian powers, as well as the inquisitorial story that is imposed together with the creation of the rights of conquest and evangelization. Manipulation is, in turn, a collective work that affects Europe and is charged throughout the following centuries in the whole of human history and involves official documents and royal chronicles, which are used to transform the past. And part of this significant manipulation has a turning point with the conquest and dismantling of the historic Catalan nation by the powers of France and Castile and the Holy Spanish Inquisition.
3. The root of the annihilation of the Natural Right of the Catalan People
At the beginning of the eighteenth century, the result of an international war, in which the Catalan nation obtained the support of half of Europe against the claim of the French Bourbons to the throne of Spain, the negotiation of a truce begins, and Bourbon Castile is ready to negotiate. This process leads to the Treaty of Utrecht, 1713, which puts an end to the international conflict, but not to the war in Catalonia, which remains alive.
Result of the Treaty of Utrecht of 1713, Catalonia is at the mercy of the will of the Bourbon king intruder in the Crown of Spain. The Treaty of Utrecht, and the subsequent negotiations that led to the Treaty of London of 1718 and the Treaty of Vienna of 1725, represent the surrender of the great Western Europe of Catalan liberties at the mercy of the Bourbon monarch, Philip V, the Duke of Anjou. The aforementioned greater Europe comprises the Kingdom of Great Britain, the Holy Roman Empire, the United Provinces of the Netherlands and Portugal, plus France and the Duchy of Savoy. Europe abandons the Catalans and mutilates the Bourbons’ pretensions to establish themselves as a massive unified empire from France and Spain. But the Spanish Bourbon rewards Castile People and punishes the Catalan. As punishment for war, Spain condemns the historic Catalan nation to renounce its Natural Right as a people. Thus, applying the right of conquest, the Catalan genocide begins driven by a Castilian idea of Spain. That is the systematic and premeditated destruction of its essence to achieve its demise.
4. The case of British betrayal, and Gibraltar
Result of the Treaty of Utrecht, England (converted to Britain in 1707, by voluntarily joining Scotland), abandoned the Catalans in 1713 after promising their loyalty and supreme protection in 1705, in exchange for privileges, lands in North America, the island of Menorca and the colony of Gibraltar. Since then, England has acknowledged its debt to the Catalans, but – for strategic reasons – it has imposed dominion over Gibraltar on the return of the Natural Right of the Catalan People. It needs to agree with Spain to maintain the route of the British Empire from London to India, passing through Gibraltar. The United Kingdom of Great Britain and Northern Ireland knows that if they support the Catalans internationally, Spain will claim them from Gibraltar, as these are stories intertwined by the Treaty of Utrecht. But that neither Spain nor the British have ever publicly acknowledged it.
5. The right of conquest
Spain has made the right of Castilian conquest over the Catalan historical nation a historic mission.
The Castilian and Bourbon idea of Spain includes transforming the historical Catalan nation into a set of regions of Spain, after incorporating Northern Catalonia into France, with the ultimate aim of making it disappear.
The executory mechanism of the Castilian idea of Spain is based on the integral Castilianization of the Spanish army, under the supreme direction of the Bourbon monarch, as well as on the assimilation of the right of conquest in the law of the entire State, that has the inalienable right to impose exemplary punishments, repression and even public ruin and humiliation to those who propose to resurrect the Natural Right of the Catalan People—if necessary, using the army. He makes the Castilian people his loyal army and establishes the court in his capital: Madrid. But, in the case of the Catalan People, the king considers him an adversary, but he needs it. He must respect his property and aspires to assimilate him to the Castilian people, following the Treaty of Utrecht of 1713 (Article 13 of the Treaty). Thus, he empowers a local ruling class that he endows with royal privileges, from which the Catalan bourgeoisie will emerge, while he makes Castilian the official language (since 1714) and sets out to “control” the history of Spain. His objective is to legitimize the Bourbon power and make the Catalan people Castilian achieves a people faithful to the will of the king. But this route has risks. The Catalan people have a national conscience and tend, cyclically, to challenge the royal power and the Castilian army. And when this happens, there is repression and, from time to time, punishment and destruction. First, they are offered to be Castilian and, if they do not do so, they are punished in a good way. Who does not reconsider it already knows what awaits him. Historic nations are not easy to convert despite offering them a seemingly seductive avenue of coercion.
The law imposed by Spain that denies natural rights is created by the Catalan Decrees New Plant in 1707 and 1716 and is kept at all Spanish Constitutions since 1812. This order imposes the centralized power in the capital of Spain only and main Madrid; imposes an institutional hierarchy that corners Catalans; and demands a unique and primary language to be Spanish: Castilian. The main tool is to enforce an imposed law that denies and does not recognize the Natural Right of the Catalan People so that it stops interfering in the project of passive assimilation of Catalans within an eminently Castilian Spain.
The primary strategy to make the Castilian dominion over the Catalan People effective is, from its origin, twofold. First, it manipulates the story. A blurred and minor idea of the Catalan historical nation is written. This narrative, in turn, creates a Catalan stigma. It becomes an insignificant people in the history of Spain, and Castile becomes the main actor. Thus, the Catalan stigma is constantly created, maintained and promoted before the peoples of Spain, and the capacity to apply the right of conquest when it suits the peoples’ eyes that make it up is maintained. Secondly, the strategy is to turn Catalan into an unnecessary language until it disappears and ceases to be the symbol of its Natural Right. Since the constitution of a system based on a parliamentary monarchy, in the name of democracy, the strategy becomes maintain Catalan as a language minor, with fewer rights than Castilian in Spain and no international recognition. The complementary approach is to fracture the unity of the Catalan historical nation that unites Catalonia with the set of territories that make it up, preventing its institutional communion. It includes dividing Catalan artificially into its differentiated territorial features and erasing awareness of its maternal link with the mother tongue of Occitan, and all that this represents to maintain control of the historical narrative. This strategy is also applied in France to achieve that neither France nor Spain recognizes Occitan and Catalan as their language in the United Nations and that Catalan is only admitted through the international recognition of the Principality of Andorra.
This idea of Spain, together with the enforcement mechanism, the law it imposes and the tools and strategies proposed to make the Catalan People disappear, is a source of violence that, repeatedly, has not been able to prevent the social revolution, the repression, war, death and exile of the peoples he submits by confusing the right of conquest with a historical mission. The Spanish Civil War, from 1936 to 1939, is exemplary. A military coup d’état subdues the peoples of Spain with the troops of Hitler and Mussolini, who attack the Basque and Catalan peoples, and forces the exile of the adversaries, the repression and restitution of military sovereignty, Castilian as the only language official, and the Bourbon monarchy. But, the caudillo Francisco Franco agrees with the Allies fighting Nazi fascism in 1944 to stop supporting Hitler. In 1946 he agreed to reestablish the Bourbon monarchy when he decides and agrees to an alliance with the United States of America in 1953, which allied with NATO in the Cold War, to persist in power and not be judged by the international order. Gibraltar remains British, despite the widespread dismantling of the colonial order after the 1945 United Nations Charter. Later, Prince Juan Carlos I of Bourbon became Head of the Spanish State when General Franco died in 1975. The Francoist structures are dismantled, but the crimes of the Franco regime are not put on trial, and the dignity of their victims is not restored. Tens of thousands of people buried in new mass graves, stolen children, and repressive dictatorial practices… but the executioners are kept in power. For them, the Amnesty Law was approved on October 15, 1977, for life. The Spanish Constitution of 1978 maintains Francoism, the supremacy of the Castilian and the army as a guarantor of the right of conquest under the command of King Bourbon.
6. Let’s remember
The right of conquest does not respect the natural rights of the peoples.
The right of the conquest of the Castilian idea of Spain does not respect the Natural Right of the Catalan People.
The right of conquest proclaimed by the Spanish State does not recognize that it is imposed in the New Plant Decrees, after the Treaty of Utrecht of 1713, and is based on a historical right false that seeks to assess the idea that it has always existed. But since it is not enough to manipulate reality, the right of conquest turns into xenophobia, Catalanophobia and, when threatened, violence. The main threat is the voice of the Natural Right of the Catalan People when they claim to exercise the right to their freedom. Namely,
Catalanophobia results from a campaign of hate, slander and manipulation of reality imposed by the right of the conquest Spanish monarchy, military and inquisitorial about Catalans. It is xenophobia. For that,
The Catalans have the right to denounce the right of conquest Spanish, catalanophobia, Francoism and state violence that Spain has on the Natural Right of the Catalan People. And the right to remind Spain and the world that this right is claimed from the moment it is threatened. And that’s more than three centuries ago. Let’s remember:
In 1713, the Catalans exclaimed to the bloc of the allies that made a peace agreement with the absolutist Bourbon imperialism their right to exist. And they say that, if necessary, if they have to be part of this Spain led by a vengeful Bourbon, they would rather be free. But they do not obtain the support they demand, and they have to endure the repression of Philip V of Bourbon, and the loss of the natural rights freely worked out.
Later, on the occasion of the negotiations of the Treaty of Versailles of 1919 that put an end to the First World War, the Catalans asked the League of Nations (the preamble to the United Nations) to recognize the national rights of the Catalans. Years later, in 1945, the Catalans asked the bloc of the allies who won the Second World War to solve the case of the Catalans, and it is recalled that it is necessary to liberate the Iberian peoples subjected by the Castilian idea of Spain and avoid more pain. But neither in 1919 nor in 1945 are they listened to, and they have to endure the condemnation and Catalanophobia of two dictatorships. First, that of Primo de Rivera. Second, that of General Franco. In 1977, the Franco regime and the monarchy that represents it imposed an Amnesty Law to persist in power. With this law, the Castilian right of conquest over the peoples it submits is maintained, and the Catalanophobia that, in 2017, led fascist Spain, Xenophobe and sick with hatred and feeling of moral superiority to remove the mask of democracy and show that the natural right of the Catalans is administered by her, following the request of conquest.
7. The last episode: the events of October 1, 2017 and the subsequent State violence
In 2006, the Parliament of Catalonia approved the autonomy project that aspired to its national recognition and expanded its powers, but the Spanish State rejects Catalan aspirations and begins a hostile process that ends up leading to the events of October 1. Spain blocks the Statute, and the Catalans wonder why and remind Spain that they are a nation. Then the spectre of fascism resurfaces. Catalonia demands respect and, in return, receives pride and contempt. After centuries of grievances, the Catalans say: “stop”.
On October 1, 2017, the Catalan People, aware of its natural right, organized a referendum on self-determination and voted. It decides to stop being part of Spain and to constitute itself like a republic. The Spanish government, in turn, sends a police contingent to prevent the vote and attacks the population. More than 1000 victims need medical attention and receive no apology. On October 27, the Parliament of Catalonia approves the project of the Catalan Republic, but international pressure calls for dialogue, aware of not knowing how to make the Natural Right of the Catalan People effective, and it is not applied. From that moment, the only law that imposes Spain with the power to suppress the desire Catalan is State violence and the aggressive application of the law imposed on the Spanish Constitution of 1978, which includes the right of conquest under the military paradigm of the indissoluble unity of Spain. So, HM King Philip VI of Bourbon legitimizes repression and decorates the aggressor police force.
The Spanish State stars the repressive action to stop yearning for freedom Catalan. The Catalan Government, the regional police and the Catalan judicial system are intervened. All those who support the Catalan cause are investigated and removed from office. The new positions serve in the unity of Spain. In addition, an express law is created for the business sector in Catalonia that wants to move its headquarters to any other place in Spain, and thousands of companies are fleeing. But the repression does not end here. A campaign of hatred, defamation and revenge is launched to intimidate the Catalan voice, the leaders and all the Catalans, threatening with imprisonment and property loss those who dare to oppose it. The first victims are the leaders of the process that made the October 1 vote possible. The president of the Generalitat de Catalunya, Carles Puigdemont, along with other politicians, are fleeing into exile, and Spain is demanding his extradition. It is not successful, but it imprisons the Catalan civil and political representatives who do not escape. They are accused of being part of a criminal gang, sedition, rebellion and embezzlement of public funds. The proposed penalties range between 12, 25 and 74 years in prison, according to the charges filed by the State Attorney’s Office, the Prosecutor’s Office or VOX (that is an ultra-unionist party that exalts anti-Catalanism, xenophobia, racism and homophobia,…), respectively. The repression is completed by initiating judicial instructions against other politicians and threatening artists, intellectuals and journalists related to the Catalan cause without contemplation.
The Natural Right of the Catalan People is expressed, and Spain exercises violence and abuse of power through the manipulation of facts, threats, oppression, prosecution, conviction and jail. The disproportion of Spanish state violence is proportional to the denial of the obvious fact that it applies a right of conquest and to the fear it has of losing its dominion over the Catalan people.
8. Catalonia proclaims, I proclaim
For the reasons set out above, and to put an end to the violence of the right of conquest contained in the idea of Spain, Catalonia proclaims, I proclaim, under the Natural Right of the Catalan People:
to have the right to report it,
to claim in Western Europe its historical responsibility since the Treaty of Utrecht of 1713,
and demand that the Catalan People’s will, on October 1, 2017, be implemented.
