Hello,
Please, help for Catalonia against the violation of civil rights of the Spanish state. Remember Article 7 of the Treaty on European Union.
The actions of the Spanish paramilitary forces (Guardia Civil) against the government of the Catalan people, on September 20, 2017, are a threat to democratic rights and values in Catalonia.
The authority of Spain over Catalonia is anomalous, it comes from the Treaty of Utrecht of 1713. Catalonia was not represented, because it maintained the war against the Bourbons until 1714.
The right of self-determination of the Catalan people is the responsibility of Europe, do not forget it, please.

    Dear Sir/Madam,

The Citizens’ Enquiries Unit of the European Parliament acknowledges receipt of your message.

Please note that our unit is an administrative service whose task is to inform EU citizens about the structure, function and activities of the European Parliament. The unit cannot adopt political positions or participate in debates on topical issues, as those are the prerogatives of MEPs.

We would point out that the European Commission, the European institution responsible for guaranteeing the application of EU law, has responded to a number of parliamentaryquestions and petitions concerning scenarios such as the separation of part of a Member State or the creation of a new state.

The Commission, in its answer of 7 July 2017 to a parliamentary question on that subject, pointed out that:

‘As already explained by the Prodi Commission in its answer to the written question P-0524/2004, and as recalled lately by this Commission, in its answer to the written questions E-011776/2015 and E-001376/2017, it is not the role of the Commission to express a position on questions of internal organisation related to the constitutional arrangements in the Member States.

Concerning certain scenarios such as the separation of one part of a Member State or the creation of a new State, these would not be neutral as regards the EU Treaties.

The Commission recalls that the process for the accession of States to the European Union must be fully in line with the rules and procedures foreseen by the Treaties.’

We thank you for contacting the European Parliament.

    Yours faithfully,

    Citizens’ Enquiries Unit
